maximilianoWith an academic background in Earth Sciences and Meteorology from Millersville University of Pennsylvania and the University of Costa Rica, Max Campos is since October 2009, the Senior Chief for the Integrated Water Resources Management Division at the Organization of American States (OAS). Previously he was the Executive Secretary for the Regional Committee on Hydraulic Resources (CRRH), which is an agency for the Central America Integration System (SICA), specialized on integrated water resources management, hydro meteorology and climate.

Max Campos has developed a profession on administration of science as well as on formulation and evaluation of projects. He has done work for international organizations like GEF, UNDP, UNEP, WMO and OAS, for all governments in Central America, for non governmental organizations like IUCN and the Global Water Partnership (GWP), and for Universities and the private sector. He initiated his professional activities as meteorologist at the Costa Rican National Meteorological Institute where he was head of the departments of climatology and information; from here he became advisor for Ministers of Foreign Affairs and Ministers of Environment for different countries in the region, particularly on global change issues, ranging from science to policies. Latter, was appointed Project Manager for the Central America Project on Climate Change, sponsored by the United States Country Study Program and coordinated by CRRH under the Integration System for Central America.

He has represented Costa Rica during the negotiation process for the United Nations Framework Convention on Climate Change (INC-UN-FCCC), and also had a very active participation in the organization and implementation of activities for the Inter-American Institute for Global Change Research (IAI), the United Nations Intergovernmental Panel on Climate Change (UN-IPCC), and several other international, regional and national organizations.

Max Campos has organized in Central America and other parts of the world several conferences and workshops on environment, hydrometeorology and water resources management. He has contributed through his work, research and publications with the development of the agenda on climate change in Latin America. He also contributes to the Intergovernmental Panel on Climate Change Special Reports on Impacts of Climate Change as lead author, and has coordinated the Latin America chapter for the Third Assessment report on impacts and adaptation. He was also the review editor to the Forth Assessment (IPCC WG2 Latin America Chapter) which is particularly relevant because it lead IPCC to obtain the Nobel Peace Price.

Max Campos has contributed to the Costa Rica, Nicaragua and Honduras National Communications to UN-FCCC, working on their vulnerability assessments and developing their climate change scenarios. He has been co principal researcher for the “Climate Change in Central America, Extreme Events, Impacts and Adaptation (AIACC LA-06) Project”, financed by GEF and coordinated by UNEP and TWAS. Very recently has been making the mid term evaluation for the “Tropical Forest and Climate Change Adaptation Project” coordinated in Central America by the Tropical Agricultural Research and Higher Education Center (CATIE).

Besides his actual position as Senior Chief for Water Resources at the OAS, he is a member of the Executive Council for the Inter American Water Resources Network (IWRN) and also to Technical Committees for several projects. Under the Department of Sustainable Development of OAS he has the responsibility to promote and coordinate regional activities on water/climate, peace and democracy with all countries of the Americas.
