Confidence ratings for key performance indicators in Mexican water utilities

Mexican Institute of Water Technology has been leading a program to benchmark nationwide water utilities performance indicators based on the proposed by the American Water Works Association (AWWA) and the International Water Association (IWA).  It comprehends eight years worth of information from 124 Mexican water utilities which serves cities with more than 20,000 inhabitants.  A methodology was devised to manage, analyze and provide certainty to the calculated performance indicators.

Information acquisition is accomplished by carefully surveying water utilities and gathering 33 data variables related to operational, commercial and financial data. Incomplete data logging, continuous staff change and non standard operations on some water utilities are an obstacle that amounts to non coherent data, this situation is handled by a screening process which filters out unreliable data.  Remaining information is used to calculate and analyze 28 performance indicators.  Obtained results are published on the program website, where it is shown how government policies impact on perceived utility service, specific trends on a particular type of utility and  a set of benchmarking tools for ad-hoc utility side by side comparison. 

Benchmarking of performance indicators on water utilities in México is a difficult task that has proved to be best tamed down when  the source data is  methodologically classified by its certainty and quality. Best results and interpretation can be achieved by adding context information from  each water utility.

The process comprehends four steps: Information acquisition through a survey related to operational and commercial data,  Initial screening of unreliable or incomplete records and confidence ratings assignation to the input data ,  Statistical Analysis and web publishing.
